  • Call 216-691-0222 for fees & individual / team registration information.
  • Keep in mind this is a first come first serve program. The earlier you sign up the less chance you have of getting shut out.
  • Managers for the Fall session must notify the CIBL staff if their team is planning on participating in the 2010 Fall session by October 1st. First come first serve and no guarantee of team placement if late sign up occurs. 
  • If you do not inform us regarding your team status for the upcoming session, a team on the waiting list will be notified that an opening for the league has been created.
  • Possible 8-16 teams for the 7 & 8 year old division.
  • Possible 8 - 16 teams for the 9 & 10 year old division.
  • Possible 4 - 8 teams for the 11 & 13 year old division.

The birthdate cut-off date for this program is April 1, 2010. Your son or daughters age on April 1st determines the age that you are eligible to play all three sessions. Keep in mind, many players will have birthdays and increase in age as the year goes by. For those players that increase in age during the season the player has the option to stay in the lower age group league or move up to the next age grouping. The league commissioner will have final decision on any discrepencies or issues.

Cleveland Indoor Baseball League Rules

Sportsmanship must be demonstrated at all times by coaches, players, and fans.

  1. There will be a maximum of 10 players on the field for the 7 & 8 year old division.  9 players for the 9 & 10 year old division and 8 players for the 11 & 12 year old division on the field during a live game.  Mandatory defensive positions are pitcher and catcher.
  2. The batting order must include all players present during the game.  If a player shows up late he may be added to the lineup but must bat last in the order.
  3. If team A has 12 players for a game and team B has 9 players the number of batters for that game will be 12.  The number of batters will always be the higher exact number of players on each game day roster between the teams playing each other.
  4. Infielders must play their proper positions on the field.  Out fielders must be behind the black line in left and left center field and on the green carpeting in right and right center field.  Pitchers must be positioned with one foot on the designated mark on the floor of the pitching machine.
  5. First baseman must use the inside bag when making a play at first, and runners should use outside bag at first.
  6. NO BIG BARREL BATS!!!
  7. Innings will end with 3 outs, or 1 rotation through the batting order which ever comes first.
  8. Catcher must wear athletic supporter with cup.
  9. A batted ball that hit's the ceiling is a dead ball and a strike unless the ball hits the ceiling in foul territory.  If the batter hits the ceiling twice in the same at bat the batter is out, fair or foul ball.
  10. Basketball backboards are in play if they are in fair territory. There will be no home run if the ball goes in the basketball hoop(s), play as is.
  11. Homeruns include: a batted ball that is hits the black line or above in the outfield on the fly is a home run.
  12. There will be no leadoffs or stealing.  Feet first sliding only.
  13. Runners may advance one base for a thrown ball that goes out of play.
  14. Time will be called when the ball is returned to the infield and a player calls for time or play has been stopped by the umpire. The play must be finished for the umpire to call time out.  The third base "time line" will stop any runner from scoring if a time out has been called by an infielder with the ball prior to the runner reaching the "time line" which is located where both red and blue courts meet on the third base line.
  15. An inning cannot start under 4 minutes and 30 seconds.
  16. Teams must be ready at the end of the previous game and will have 3-5 minutes to warm up before the first pitch
  17. Bat Throwing, helmet throwing and or arguing will result in an automatic out or ejection from the game.
  18. There is no infield fly rule for any division.
  19. Runners may only advance one base on an infield put out unless a throw is made to attempt a double play. If no put out is made runners may advance at own risk.
  20. Courtesy runner for the catcher is permitted when there are one or two outs only.
  21. Coaches must stand in designated coaching areas and must limit the coaching staff to a maximum of 3 coaches and a scorekeeper.  No family member or friends are to be in the player's area.  Base coaches are not permitted to touch the base runners.  All coaches are to remain behind the white line on the third base side.
  22. No children running inside the player's area at any time during a game. Non roster players are not allowed to play unless CBA obtains a signed release form.  Illegal players will result in a forfeit for that game.  Special circumstances will allow a team to use a player to fill a spot if the team is short for that day but a player must not be in the league.  Both coaches and the league commissioner must agree to this.
  23. Roster additions are restricted after the 3rd week of the season.
  24. Playoffs are held in the seventh week of the season.  If two teams are tied at the end of the season, head to head is first tie breaker.  The second tiebreaker is the lowest amount of runs allowed.  The third tiebreaker is best non conference record.
  25. Please keep in mind this is an instructional baseball league. From time to time the CBA instructors may assist with instructions during a game to help a player.
  26. Each player must pay a league fee and play at least 2 regular season games to be eligible for playoffs.
  27. NO SPIKES, JEANS, OR BLACK SOLED SHOES ARE PERMITTED FOR THE PLAYERS.
  28. Dugouts must be cleaned of all garbage after the game.
  29. Base runners have 3 feet to either side of the baseline only if a fielder has the ball in his possession and is making a play towards the runner.  Running outside of the estimated 3 feet zone from the location of the baseball and fielder in pursuit will result in an out
  30. Max 10 run differential
  31. NO intentional walks unless first base is not occupied
  32. Once again, the umpires can only call the plays to the best of their judgement.  Coaches PLEASE respect their decision
  33. Each batter will be started with a 0-0 count.
  34. Batting team has an opportuity to catch the winning team in the last inning, known as "Catch Up rule". The losing team is not limited in how many batters in the last inning if they are losing giving them a chance to come back from a large defict.
